Government Restart: Flood Insurance Documentation

As of November 13, 2025, the National Flood Insurance Program (NFIP), a federal government-run flood insurance program, has resumed issuing new policies and renewing existing policies. Therefore, Citizens’ flood document deferral process has been discontinued, and we will no longer accept the Flood and Affirmation Document Deferral Form.

Applicants and policyholders who are required to have flood insurance but for whom the flood insurance requirement was deferred due to the government shutdown must obtain flood insurance and submit the Declarations page of their flood policy as well as the Policyholder Affirmation Regarding Flood Insurance. Agents must upload these documents by December 1, 2025, to avoid policy cancellation.

As a reminder, applicants and policyholders whose Citizens policies include wind coverage are required to obtain flood insurance in the following circumstances:

  • Policies for properties in the special flood hazard area defined by Federal Emergency Management Agency (FEMA), regardless of replacement cost
  • Effective January 1, 2025, policies with a dwelling replacement cost of $500,000 or more, regardless of the special flood hazard area
  • Effective January 1, 2026, policies with a dwelling replacement cost of $400,000 or more, regardless of the special flood hazard area

Note: Citizens’ flood requirements do not apply to condominium unit-owner and tenant content policies.
