Only Citizens-appointed agents are authorized to place business with Citizens. To be appointed with Citizens, agents must meet the following requirements:

  • Have a 2-20 or 20-44 Florida resident agent license or a 9-20 or 90-44 nonresident agent license.
  • Have appointment and active, in-force premium with at least one authorized insurer writing new Personal Residential, Commercial Residential or Commercial Nonresidential property coverage in Florida. The Eligible Company Matrix lists companies that have reported to the Florida Department of Financial Services that they are currently writing new business.
  • Complete the Citizens Agent Certification Program and pass all applicable tests for each line of business for which you are seeking appointment.
  • Submit an appointment application and payment for each agent’s appointment in the Agent Appointment System.

Mandatory Training

Citizens requires its agents to complete a series of mandatory training courses to ensure they are knowledgeable about the technical aspects of insurance coverage, underwriting requirements and forms, and Florida insurance law as it applies to Citizens. 

Agents Certification Program

The Agents Certification Program (ACP) is available online for free. Agent associations also sometimes offer ACP in a classroom setting. There may be costs associated with these classes.

  • Overview
  • Personal Residential
  • Commercial Residential
  • Commercial Nonresidential

All agents must complete the Overview module. In addition, agents must complete the modules that correspond to the lines of business for which they are appointed or requesting appointment. Agents who choose to add a line of business after their appointment also will need to complete the corresponding certification module prior to that line being added to their appointment. For example, if you are appointed (or seeking appointment) for personal residential policies, you need to complete only the Overview and Personal Residential modules.

Information Security for Your Agency

Agents also must complete a 20 minute Information Security for Your Agency course. This online course reviews cyber threats and attack risks, and prevention strategies. Information Security for Your Agency is available online through the Citizens Learning Management System (LMS). You will receive your LMS credentials within 5 days of your appointment and must complete this course within the first 60 days of your appointment.


A major credit card is required at the time of application. The appointment fee is $125 per agent, with an annual renewal fee of $125 per agent. 

Login Instructions

You can log in to the Agents website from any page on the Citizens website:

  1. Select Login on the top right of your screen. You will be redirected to the Citizens Login page.
  2. Enter your Citizens Username and Password, then click Submit. You will be redirected to the Agents site, which is identifiable by a green header bar.

If at any time you would like to return to the public website, you can do so by selecting Public from the My Sites drop down menu at the top of any page.

Only appointed Citizens Agents can access the Citizens Agents site.

Agent Appointment System

To apply for appointment with Citizens, you must submit an online application through our Agent Appointment System. Only agency principals can complete the application process for their agency and all agents for which they are seeking Citizens appointment. 

Required Information

  • DFS License Number
  • Confirmation that you have an in-force book of business with a licensed-Florida insurance company for one or more of the following lines of business:
    • Personal Residential
    • Commercial Residential
    • Commercial Nonresidential Property
  • Proof of an Errors & Omissions insurance policy with limits of at least $1 million/$1 million that covers all appointed agents.
  • A major credit card for the $125 appointment fee payable for each appointed agent.
  • The DFS agency registration/licensing number for each location
