Government Shutdown: Flood Document Deferral Process

As of 11:59 p.m. on September 30, 2025, the National Flood Insurance Program (NFIP), a federal government-run flood insurance program, has ceased issuing new policies and renewing existing policies that have not been paid due to the federal government shutdown.

This affects new and renewal Citizens policies that are required to have flood insurance but have not purchased it. Under Florida law, applicants and policyholders whose Citizens policies include wind coverage are required to obtain flood insurance if the replacement cost of the insured dwelling is $500,000 or more or the property is in the special flood hazard area defined by Federal Emergency Management Agency (FEMA). 

Note: Citizens’ flood requirements do not apply to condominium unit-owner and tenant content policies.



New Business

Citizens will accept applications and defer the required proof of flood coverage and the Policyholder Affirmation Regarding Flood Insurance (CIT FW01), effective October 1, 2025, until the NFIP resumes normal business operations.

Agents must submit the deferred flood documents within 10 business days after the NFIP resumes business. Customers have the option to pursue and secure flood insurance in the private market, if desired.



Cancelled and Nonrenewed Policies Due to Flood Requirements

If a policy’s cancellation or nonrenewal effective date is October 1, 2025, or later, agents can submit a request to reinstate via the Flood and Affirmation Document Deferral Form. The form must be submitted prior to the cancellation or nonrenewal effective date.

Note: All other cancellation and nonrenewal reasons must be satisfied to be eligible for reinstatement.



Flood Document Deferral Process

Citizens will accept the Flood and Affirmation Document Deferral Form to satisfy the proof of flood coverage requirement and/or the Policyholder Affirmation Regarding Flood Insurance for new-business and renewal policies effective October 1, 2025, until the NFIP resumes normal business operations. When the NFIP resumes business, proof of flood coverage and the Policyholder Affirmation Regarding Flood Insurance (if applicable) must be submitted within 10 business days to avoid adverse action. 

Note: Citizens will not accept this Flood and Affirmation Document Deferral Form when the NFIP resumes business. A follow-up communication will be sent to advise of the required due date.



PolicyCenter Flood Details

The Flood Details section in PolicyCenter® must be completed with the following information:

  • Is there a Flood Policy in effect: Applied For
  • Flood Insurer Name: GOV Shutdown
  • Flood Policy Number: 99999
  • Flood Policy Effective Date: Date should match the policy effective date
  • Flood Building Limit: Amount should match Coverage A
  • Flood Contents Limit: (Leave blank)
