Effective December 1, 2026, pursuant to Senate Bill 1690, child care home terminology and eligibility requirements have been updated in Citizens’ underwriting rules. Additionally, for new and renewal business, with approval from the Florida Office of Insurance Regulation (OIR), Citizens will no longer offer Personal Lines Dwelling Fire-based tenant contents policy types due to low demand.
Large Child Care Home Eligibility Expanded
In compliance with Senate Bill 1690, Citizens has updated child care home terminology. Additionally, a dwelling at which a registered or licensed large family child care home is being operated may now be eligible for Homeowners, Dwelling Property, Mobile Home Dwelling, and Mobile Homeowners policies.
The following changes apply in Rule 208 – Uninsurable Properties:
- Family Day Care Home has been renamed Family Child Care Home to reflect the statutory change in terminology.
- The operation of a licensed or registered Large Family Child Care Home at a dwelling cannot be the sole basis for denial of a residential property insurance policy.
Note: Citizens does not provide liability coverage for any type of child care operation.

Citizens will no longer offer the following policy types:
- Dwelling Property 1 – Basic Form (DP-1) Tenant Contents
- Dwelling Property 3 – Special Form (DP-3) Tenant Contents
- Mobilehome Dwelling Property 1 – Basic Form (MDP-1) Tenant Contents
These policy types will no longer be displayed in PolicyCenter®.

Note: A Homeowners 4 – Contents Broad Form (HO-4) or Mobile Homeowners 4 – Contents Broad Form (MHO-4) may be available if underwriting requirements are met.
