July 2026 Rate, Rule, and Wind-Loss Mitigation Updates

The Florida Office of Insurance Regulation (OIR) has approved updates to Citizens’ rates and wind-loss mitigation tables, which apply to new and renewal policies with effective dates on or after July 1, 2026. Updates are outlined below.



Rate Changes

Citizens’ 2026 rate changes reflect an average 8.8% decrease for homeowners multiperil policies across the state. Homeowner wind-only policyholders will see an average 5.1% decrease.

The rate decrease varies by line, product type, and territory. Primary policies (excluding HO 3, HW 2, HO 6, and HW 6) are subject to a maximum 15% increase cap while non primary policies (excluding HO 3, HW 2, HO 6, and HW 6) are subject to a maximum 50% increase cap. For HO 3, HW 2, HO 6, and HW 6, primary policies are subject to a maximum 2% decrease cap and non primary policies are subject to a maximum 0% cap.

Please note that Underwriting Guidelines - Rule 118. Policy Changes states that policies may not be canceled and rewritten to circumvent forthcoming rate, rule, coverage, or surcharge changes. Policies submitted as rewrites for the sole purpose of obtaining a lower rate will be cancelled.



Rule Update

The Underwriting Guidelines have been updated for Homeowners (HO) and Dwelling (DP) policy types with effective dates on or after July 1, 2026:

  • Rule 214. Construction Definitions and Single Building Definition – Masonry Veneer is amended to now include fiber cement.


Wind-Loss Mitigation Update

The Wind Loss Mitigation tables for condominiums and tenants have been revised for the following policy types:

  • Homeowners 4 – Contents Broad Form (CIT HO-4)
  • Homeowners 6 – Unit-Owners Form (CIT HO-6)
  • Homeowners 4 – Contents Wind-Only Form (HW-4)
  • Homeowners 6 – Unit-Owners Wind-Only Form (HW-6)

Additionally, the Wind-Only Eligibility PIWEST tool tool has been updated to include an additional search criterion - selecting the policy type and, when required, indicating whether the dwelling contains 5 or more units. It will now display the following:

Does the dwelling contain 5 or more units? (Answer "No" if townhouse/rowhouse)

Log in to the Agents site, select Personal, and select PR-M or PR-W, then:

  • Choose the specific line of business from the page to access the Rating Steps and Factors and Underwriting Guidelines manuals located in the center of the page.
  • Select the specific policy form to access the Rating Worksheets via the center menu.
  • Look under the Spotlight section on the right side of the page to access the Rate Changes by Territory charts.
