Roof Requirements: Unbound Submissions for New Purchases

Applicants who have recently purchased a home with roof damage or with a roof that does not have at least five years of remaining useful life may still qualify for coverage with Citizens. In such cases, agents may submit the application unbound if certain conditions are met. These conditions are outlined below.

To qualify for an unbound submission, the purchase of the new home must occur at least 45 calendar days before the effective date of coverage requested on the application, and there must be documentation that shows a full roof replacement will be completed at least 30 calendar days before the requested effective date of coverage.

Note: Underwriting has a 60-day discovery period.

In these situations, a roofing contract must be submitted as a required document when one of the following conditions is met:

  • The pre-qualification question on the application: Is the roof damaged or does the roof have visible signs of leaks? is answered Yes.
  • The Roof Remaining Useful Life (years) is less than five years.

The roofing contract must:

  • Be made between the applicant and a licensed general, residential, building, or roofing contractor. It must be written by the contractor who is responsible for fully completing the work
  • Be signed by the customer/applicant
  • Indicate that the roofing replacement will be completed within 30 days of the effective date of coverage requested on the application

Note: This exception is independent and does not satisfy or impact any other eligibility requirements.

The required document description for the Roofing Contract has been updated in PolicyCenter® to indicate 30 days instead of 60 days.
