Governance
Citizens was created by the Florida Legislature in August 2002 as a not-for-profit, tax-exempt, government entity to provide property insurance to eligible Florida property owners unable to find insurance coverage in the private market.
Citizens operates according to statutory requirements established by the Florida Legislature and is governed by a Board of Governors, who each have seats on committees. The board administers a Plan of Operation approved by the Florida Financial Services Commission, an oversight panel made up of the Governor, Chief Financial Officer, Attorney General and Commissioner of Agriculture.
To provide organizational independence, Citizens has an Inspector General, who is appointed by the Financial Service Commission and may only be removed from office by the Commission. The Inspector General reports to and is under supervision of the chair of the Board of Governors.

En el 2002, la Legislatura de la Florida creo a Citizens Property Insurance Corporation (Citizens), un asegurador alternativo sin fines de lucro, cuyo propósito público es proveer seguro, y atender a las necesidades de propietarios de viviendas que no pueden encontrar cobertura en el mercado privado de seguro.

Any lobbyist who represents a principal seeking to influence Citizens' policy and procurement decisions after September 1, 2018, is required to register with Citizens. Registered lobbyists and their principals will be entered in a publically searchable database on Citizens’ website.
