Depopulation: Eligibility Update

As of April 19, for the June 2023 assumption, Citizens updated the eligibility for depopulation to comply with new laws passed by Florida legislators during the December 2022 special session.
Risks will no longer be eligible for coverage with Citizens unless the estimated premium for coverage from the authorized insurer is more than 20% greater than Citizens’ estimated renewal premium. As a result, any related policies will not be renewed.
For example, if the Citizens premium is $1,000, then the policy will be ineligible for renewal if the private market policy offered was less than or equal to $1,200 ($1,000 x 1.20 = $1,200).
Note: Policyholders who are eligible and opt to remain with Citizens may receive future depopulation offers from private-market insurance companies interested in assuming the policy from Citizens.
New Agent Activity
A new agent activity, Depopulation 20% Rule Process Initiated, will automatically generate in PolicyCenter® when at least one offer is received that falls within the 20% threshold criteria.
This activity will auto complete if it remains open 90 days from the created activity.

How Does This Affect Agents?
There are no changes to the agents’ process for registering their policyholders’ choice in PolicyCenter. Agents should continue to contact their customers about assumption offers.
- Once the policyholder submits their choice online, PolicyCenter will automatically display their selection on the policy’s Summary screen.
- If an eligible policyholder chooses to remain with Citizens, their agent will receive an Opt Out Confirmed activity.
- If the policyholder chooses a private-market company or fails to make a choice, the agent will receive a Nonrenewal activity.
Additional depopulation information can be found on the Agents website by selecting Programs > Depopulation.
Policyholders and agents can select Search → Search Frequently Asked Questions from our website’s top menu and enter +policyholder +choice in the search field.
