As stated in the Citizens Plan of Operation, agency principals, appointed agents and licensed customer representatives (LCRs) have an obligation to explain the assessment potential consumers may face in the event of a catastrophic storm season. This includes the potential impact on their Citizens premium.
To help, Citizens is launching a mandatory Assessment Awareness course via the Citizens Learning Center (CLC). This course will provide agents and LCRs with the knowledge to communicate assessment information to Citizens policyholders and nonpolicyholders so that they can make informed decisions regarding the cost of coverage. Upon completion of this course, agents will be able to:
- Explain Citizens’ assessments
- Understand how assessments are established and why they matter
- Identify opportunities and resources to present the topic to the consumer during the policy life cycle
- Communicate the assessments and how they may impact the consumer
All agency principals, agents and LCRs will receive an email in March from lms@citizenfla.com with the subject line Action Required: Assessment Awareness Assigned in Citizens Learning Center and will have 60 days from the assignment date to complete the training. For appointed agents, failure to comply with this request will result in suspension of system access and nonrenewal of your Citizens appointment.
You also can access the CLC from the Agents site by selecting Citizens Learning Center from the Systems menu at the top of the webpage. Enter the session name assessment in the search box at the top of the CLC homepage, and press Enter. The search results will display all available training related to your search criteria. Select the Assessment Awareness module to take this course.
Resources
The Assessments page on the Public website includes details about potential assessments for Citizens policyholders and a True Cost Calculator for consumers to compare the results of assessments applied to Citizens’ and private carriers’ premiums. Select Insurance > Insurance 101 > Assessments.
Select Learning > Brochures, and then look under Assessments for additional brochures that you can download. You also can order printed copies of brochures. Look on the right side of the page for ordering information.
The Agent Agreement can be accessed by selecting myAgency > Agency Forms > Agent Appointment Agreement (03.23.16 to present).

The Plan of Operation can be accessed within both the Agent Agreement and Agency Agreement by selecting the corresponding hyperlink. It can also be accessed by selecting About Us > Who We Are and selecting Plan of Operations under the About Citizens section.
Select FAQs on the top menu and enter +assessments in the Search field.
