Effective June 26, 2026, for both new business and renewal policies placed through the Clearinghouse Powered by EZLynx®, if a carrier fails to offer Replacement Cost Value (RCV) for roof loss settlement and/or does not provide at least $10,000 in non-weather water damage coverage, that carrier’s quote will be classified as not comparable.

This applies to the following policy types:

• Citizens Homeowners 3 – Special Form (CIT HO-3)
• Dwelling Property 3 – Special Form (CIT DP-3 Dwelling)

A policy ruled as incomparable cannot be used to render a risk ineligible with Citizens based on price.

These offers will still be presented but will not render the risk ineligible for coverage with Citizens. This is an automated process; no action is necessary on behalf of the agent.

Agents may seek a Clearinghouse override by putting the relevant information in the All Other section of the current Clearinghouse Powered by EZLynx® Override Form for:

• HO-6 if there is not at least $10,000 of water loss coverage
• DP-1 if there is no replacement cost for roof loss settlement
