Roomers or Boarders Requirements

In accordance with Citizens’ eligibility guidelines, submissions listing roomers or boarders beyond the allowable limits are ineligible for coverage, per Rule 202 of the applicable Underwriting Guidelines manual:

  • Dwelling Property 1 – Basic Form (CIT DP-1) and Dwelling Property 3 – Special Form (CIT DP-3): To the owner of a dwelling that is used exclusively for private residential purposes and contains no more than four apartments and no more than five roomers or boarders.
  • Citizens Homeowners 3 – Special Form (CIT HO-3) and Homeowners 2 – Wind-Only Form (HW-2): To the owner‐occupant of a dwelling which is used exclusively for private residential purposes and contains no more than two families and with not more than two boarders or roomers per family.

For a policy to be issued in compliance with established guidelines, agents should:

  • Verify that all lease agreements are accurate, current, and fully completed.
  • Confirm that the number of roomers or boarders listed does not exceed the maximum allowable occupancy for the associated policy application type.
  • Ensure that all eligibility conditions for the dwelling are met prior to submission.
