The Florida Office of Insurance Regulation (OIR) has approved updates to Citizens’ Commercial Lines policy forms. These changes are effective for new and renewal business as of December 1, 2026. This bulletin provides an overview of some of the changes and does not specifically reference all endorsements. Agents should review the 12-26 editions of all policy forms and endorsements for more information.
Division of Administrative Hearings Form Changes
- The Alternative Dispute Resolution - Division of Administrative Hearings (DOAH) form has been amended to allow either party to submit an appraisal dispute to DOAH when the appraisers fail to agree on the amount of the loss.
Florida Changes
The Florida Changes form has been amended:
- To allow either the insured, Citizens, or either of the appraisers to invoke arbitration before DOAH if the appraisers fail to agree within 60 days from the commencement of the appraisal process
- To allow either party to request that a DOAH Administrative Law judge choose a competent and impartial umpire if DOAH declines to arbitrate the case within 20 days of the request to arbitrate the appraisal dispute
- To allow either party to request a judge of a court of record to choose a competent and impartial umpire if DOAH declines to make the selection of an umpire within 20 days of the request
New Endorsement Form: Commercial Residential Multiperil and Wind-Only
The Attorney Fee Reporting endorsement, CIT 03 26 12 26, is a new endorsement form that is attached to new and renewal policies.
- The endorsement specifies information that the “insured,” claimant, or attorney must provide to Citizens when a claim is settled for a single amount that includes indemnity for the insurance claim and fees and costs for an attorney.
Note: This endorsement does not apply to Commercial Nonresidential Multiperil (CNR-M) and Commercial Nonresidential Wind-Only (CNR-W) policies.
Table of Contents (TOC)
The Table of Contents has been revised accordingly, and the edition date is 12-26.
The Attorney Fee Reporting endorsement is included in the Other Endorsements section of the applicable Commercial Lines table of contents.
Other Forms
The Privacy Notice form PNCL-7 12 26 has been updated regarding the purposes for which Social Security numbers are collected.
A new Wind-Driven Rain Damage Important Notice WDR1 12 26 is being included in all new and renewal Commercial residential policy packages for policies that include wind coverage.
