2026 Form Changes

The Florida Office of Insurance Regulation (OIR) has approved updates to Citizens’ Personal Lines policy forms. These changes are effective for new and renewal business as of December 1, 2026. 

This bulletin provides an overview of some of the changes and does not specifically reference all endorsements. Agents should review the 12-26 editions of all policy forms and endorsements for additional details.



Division of Administrative Hearings (DOAH) – Form Changes

The Alternative Dispute Resolution – Division of Administrative (DOAH) Hearings endorsement form has been amended to allow either the insured or Citizens to submit a request to DOAH for resolution if the appraisers fail to agree on the amount of the loss. The edition date of the form has been revised to 12 26.



Base Policy Form Changes

Under Section I – Conditions, Alternative Dispute Resolution, the policy has been amended. Changes to this condition include:

  • Allowing either the insured or Citizens to invoke arbitration before DOAH if the appraisers fail to agree on the amount of the loss. 
  • Allowing either party to request that a DOAH Administrative Law judge choose a competent and impartial umpire if DOAH declines to arbitrate the case.
  • Allowing either party to request that a judge of a court of record choose a competent and impartial umpire if DOAH declines to make the selection of an umpire.

Changes to this condition apply to all Personal Lines base policy forms.

Under Definitions:

  • The Business definition has been amended to include the renting or leasing of the “insured location” to guests more than three times in a calendar year for periods of less than 30 days or one calendar month, whichever is less, or when the “insured location” is held out to the public as a place regularly rented to guests.
  • Guests of a home-sharing occupant are expressly excluded from definitions of the terms Roomer, Boarder, Tenant, or Guest.

Changes to the definitions apply to the HO-3, HO-4, HO-6, and HO-8 base policy forms.

Under Section I Duties After Loss:

  • A condition is added that requires the insured, upon request by Citizens or its representative, to sign and return the Authorization To Release Flood Insurance Documents And Information to Citizens Property Insurance Corporation form to Citizens within a specified timeframe. 

      This condition does not apply to HO-4, HO-6, HW-4, and HW-6 policy forms.

Under Section II – Exclusions:

  • The Business exclusion is amended to state that the policy does not provide coverage when the “insured location” is rented or leased to guests more than three times in a calendar year for periods of less than 30 days or one calendar month, whichever is less, or is held out to the public as a place regularly rented to guests.

This exclusion applies to the HO-3, HO-4, HO-6, and HO-8 base policy forms.

Under Section I and II – Conditions:

  • A new condition, Flood Insurance, has been added to inform policyholders that are required to secure and maintain flood insurance that no coverage may be provided for wind-related losses if Citizens has verified the presence of flood insurance when the policy was issued or renewed and the required flood insurance is not in force on the date of the wind loss. 
  • If requested by Citizens or a Citizens representative, the insured must sign and return the Authorization To Release Flood Insurance Policy Documents and Information to Citizens Property Insurance Corporation form to Citizens within 14 days of the date the form is delivered to the insured. Failure to return the signed form to Citizens may preclude coverage under the policy for any wind loss.

These conditions do not apply to HO-4, HO-6, HW-4, and HW-6 policy forms.



New and Updated Endorsement and Form

  • The Attorney Fee Reporting endorsement, CIT 03 16 12 26, is a new endorsement form that is attached to new and renewal policies.

The endorsement specifies information that the “insured,” claimant, or attorney must provide to Citizens when a claim is settled for a single amount that includes indemnity for the insurance claim and fees and costs for an attorney.  

  • A new Wind-Driven Rain Damage Important Notice, WDR1 12 26, is being included in all new and renewal personal residential policy packages for policies that include wind coverage. 
  • Privacy Notice forms PNMPR-7 12 26 and PNW-7 12 26 have been updated regarding the purposes for which Social Security numbers are collected.
  • Policyholder Affirmation Regarding Flood Insurance, CIT FW01 12 26, is amended to express the policyholder’s acknowledgment that they have secured and will maintain flood insurance throughout the policy term and that the flood insurance requirement is applicable to all renewal policy terms, if any. 

Personal Liability form CIT DLH 24 01 12 26 (applicable to MDP1 and MDP1T):

      Definitions:

  • The Business definition has been amended to expressly exclude coverage for injuries relating to “home-sharing host activities” or when the “insured location” is rented or leased to guests more than three times in a calendar year for periods of less than 30 days or one calendar month, whichever is less, or when the “insured location” is held out to the public as a place regularly rented to guests.
  • Definitions have been added for Home-sharing host activities, Home-sharing network platform, and Home-sharing occupant.
  • A home-sharing occupant and guests of a home-sharing occupant are excluded from the definitions of the terms Roomer, Boarder, Tenant, or Guest.

      Liability Coverages – Personal Liability: 

  • The Business exclusion has been updated to exclude coverage for personal liability when the “insured location” is rented or held for rental through a “home-sharing network platform”; the “insured location” is rented or leased to guests more than three times in a calendar year for periods of less than 30 days or one calendar month, whichever is less; or when the “insured location” is held out to the public as a place regularly rented to guests.

      Medical Payments to Others

  • An exclusion is added to provide that there is no coverage under the policy “for bodily injury” to a “home-sharing occupant”.

The following has been revised to reflect changes in enumeration, punctuation, and/or policy references:

  • Trust Endorsement – revised form CIT 06 15 12 26 
  • Premises Liability – revised form CIT DL 24 11 12 16 

The following forms have been withdrawn. The withdrawal of these forms does not have a coverage impact. Refer to the existing business exclusions within the base policy forms:

  • No Section II – Liability Coverages For Home Day Care Business, Limited Section I – Property Coverages For Home Day Care Business form CIT 04 96 02 23 (applicable to homeowners line of business)
  • No Coverage For Home Day Care Business, form CIT DL 24 16 02 23

Table of Contents (TOC): The Table of Contents has been revised accordingly, and the edition date is 12-26 (with the exclusion of HW-4 and HW-6).



Declarations Changes

The Declarations page has been updated to include the following flood coverage statement:

If you are required to secure and maintain flood insurance as a condition of coverage with us under Florida law, this Policy may not provide coverage for any wind related losses when a wind loss occurs during the Policy period for which we have verified that you have flood insurance at the time your Policy was issued or renewed and flood insurance was not in force at the level of coverage required by Florida law on the date of the wind loss.

This update doesn’t apply to HO-4, HO-6, HW-4, HW-6, or DW-6 policies.
