Citizens is working on changes to increase customer awareness about Citizens' Property Insurance Clearinghouse program. The program aims to provide more options for consumers to learn about coverage offers from participating private-market carriers. The changes will be implemented in phases over the coming months:

• New Find a Carrier tool on the Public site (available now)
• New Required Document, Clearinghouse Program – Know Your Options (available for new business effective September 1, 2025, and after)
• Enhanced Agent Look-Up tool on the Public site (coming soon)
• Broader carrier access via the Clearinghouse Powered by EZLynx® (coming soon)

New Find a Carrier Tool

A new Find a Carrier option is available on the Public website:

This new option connects users to a new Clearinghouse Carriers page that displays companies participating in the clearinghouse program:

Consumers are encouraged to use this new resource to review information about private-market companies participating in the clearinghouse. Selecting a company name will expand the menu to display a link to the company’s website for customers to explore their coverage options.

New Rule and Form

The Office of Insurance Regulation (OIR) approved a new form, Clearinghouse Program – Know Your Options, required for new-business submissions effective on or after September 1, 2025, for policy types submitted through the clearinghouse. This form brings additional awareness to the policyholder, allowing them to acknowledge they were informed of all carriers offering coverage. The form will also list all offers of coverage with carriers for which their agent is appointed, and it must be signed by both the agent and the policyholder.

PolicyCenter® will be updated to include the form when agents print the new-business applications beginning August 1, 2025, and the form will be listed as a required document for HO-3, HO-6, DP-1-D, and DP-3-D policies with an effective date on or after September 1, 2025.

The Clearinghouse Program — Know Your Options form will soon be added to the applicable required document guides.

Agent Look-Up and Broader Carrier Access

Additional details regarding the enhanced Agent Look-Up tool and broader carrier access via EZLynx will be communicated later this year.

Upcoming EZLynx Training

Representatives from Citizens will conduct free Citizens-specific webinars for EZLynx. We want to illustrate the important role agency principals play in Citizens’ eligibility verification and demonstrate new EZLynx functionality that enables licensed customer representatives (LCRs) to facilitate private-market placement by selecting an appropriate agent of record while completing quotes.
