2025 Personal Lines Form Changes

The Florida Office of Insurance Regulation (OIR) approved updates to Citizens’ Personal Lines policy forms for new and renewal policies effective December 1, 2025.



Policy Form Changes – Property

The Special Provisions - Florida endorsements are now embedded in the base policy forms. Additionally, policy provisions and other endorsements have been amended, introduced, and/or deleted to express:

Note: Verbiage may vary slightly between policy types.

  • Reasonable Emergency Measures coverage:
    • Must be strictly limited to immediate actions taken to protect covered property from further damage.
    • Requires prompt notice of loss.
    • Introduced a temporary protective roof covering limit up to 2% of the Coverage A limit of liability.
  • A Professional Services exclusion is introduced.
  • Blasting and Pile Driving Exclusions include “shockwaves and/or vibrations” through air or ground.
  • Duties After Loss
    • The 72-hour repair restriction has been removed from:
      • Homeowners 3 – Special Form (CIT HO-3)
      • Homeowners 6 – Unit-Owners Form (CIT HO-6)
      • Dwelling Property 3 – Special Form (CIT DP-3)
    • Proof of Loss deadline is amended from within 60 days to within 30 days of Citizens’ request on a proof of loss form provided by Citizens.
    • The insured or representative must retain damaged property unless Citizens provides written permission to discard.
    • You must provide unedited copies of all recording and photographs (e.g., video and audio recordings) taken by you or your representatives.
    • The duties after loss apply regardless of whether the insured retains or is assisted by representation (e.g., public adjuster, service provider or an insured’s representative).
  • Appraisal:
    • The appraisal may not proceed or continue until any disputed coverage has been resolved.
    • The appraiser must be a Florida licensed property adjuster in good standing with the Florida DFS.
    • Umpire requirements – the umpire must be a Florida-licensed property adjuster, General Contractor, or Civil Engineer, with three or more years’ experience in the field of licensure and be experienced in the preparation of property damage estimates.
    • Citizens or insured may request the Division of Administrative Hearings (DOAH) to appoint an umpire under certain conditions.
  • Adjustment To Property Coverage Limits does not warrant, represent or guarantee the amounts of coverage are adequate to repair or replace a building, structure, article of personal property or all personal property.
  • Claim, Supplemental Claim, or Reopened Claim reporting time frames are tolled during term of deployment to a combat zone or combat support posting under specific circumstances.
  • Cancellation –Citizens may cancel policies less than 90 days old if the prior carrier was in receivership and misrepresentation is found.
  • Subrogation further specifies that subrogation does not apply to medical payments to others or damage to property of others.
  • Golf carts are no longer covered under Section I Property or Section II Liability.


Policy Form Changes – Liability

  • Sexual Molestation exclusion further specifies that bodily injury or property damage arising out of sexual molestation, sexual abuse, sexual harassment, or sexual misconduct are excluded from coverage.
  • Corporal Punishment or Physical or Mental Abuse exclusion further specifies that bodily injury or property damage arising out of corporal punishment, hazing, bullying, or physical or mental abuse are excluded from coverage.
  • Criminal Acts exclusion further specifies that bodily injury or property damage arising out of any and all criminal acts are excluded from coverage.


Endorsement Changes

  • The following endorsements have been revised to reflect changes in enumeration, punctuation, and/or policy references:
    • Windstorm Or Hail Exclusion (CIT 04 94 12 25)
    • Trust Endorsement(s) (CIT 06 15 12 25 & CIT W06 15 12 25)
    • Calendar Year Hurricane Deductible – Florida (CIT 24 12 25)
    • Unit-Owners Rental to Others – (CIT 17 33 12 25)
    • Unit-Owners Coverage A Special Coverage – (CIT 17 32 12 25)
    • Condo Unit -Owners Special Provisions – (CIT 15 12 25)
    • Tenant Personal Property Special Provisions – (CIT 17 12 25)
    • Windstorm Exterior Paint Or Waterproofing Exclusion – Seacoast – Florida (CIT 23 70 12 25
    • Additional Insured – (CIT HO 04 41 12 25)
    • Actual Cash Value Mobilehome (CIT 05 02 12 25)
  • Personal Liability – (CIT DL 24 01 12 25) was updated to add a Death condition regarding who is an insured after a policyholder passes away. Additionally, the Criminal Acts exclusion is better expressed to exclude bodily injury or property damage arising out of any and all criminal acts.
  • Alternative Dispute Resolution Division Of Administrative Hearings (DOAH) – Various endorsements – Each DOAH endorsement is amended as follows:
    • Provides additional explanation of the Alternative Dispute Resolution Division Of Administrative Hearings (DOAH) provided.
    • Allows Citizens or the insured the ability to invoke DOAH as an alternative dispute resolution (ADR) at any time a claims dispute arises.
    • Allows for the use of DOAH to resolve disputes that arise out of contested Appraisal Awards. Explanation is provided to express the interaction between DOAH, appraisal, and post-appraisal disagreement.
    • Allows DOAH to appoint an umpire, at the request of a party, for claims in Appraisal where the Appraisers cannot agree on an umpire.
    • Better expresses the DOAH process when a party attempts to unilaterally withdraw once DOAH has been invoked.
    • Better expresses that neither an insured nor Citizens may elect both DOAH and an Appraisal to resolve a claims dispute.
    • Expresses DOAH does not apply if the policy has been assumed by an authorized insurer or by an approved surplus lines insurer and specifies that claims that occur after assumption are not eligible for DOAH.
    • Provides explanation to display the sources of the documents required as part of a request to initiate a DOAH alternative dispute resolution.
    • Provides explanation to indicate where a request for hearing to the policyholder or their counsel may be served.
    • States that all proceedings are deemed to be held in Leon County, Florida.


Declarations Changes

The To Report A Loss Or Claim Call 866.411.2742 statement is amended to better express prompt notice and necessary temporary protective roof covering measures requirements.
Note: The changes may vary between policy types.



Application Changes

  • Short-term rental eligibility question has been updated to include future intent.
  • Inspection Contact Information
    • The Property Inspection title was changed to Property Inspections and Surveys.
    • The applicant signature requirements are consolidated into this statement.
  • In brief, other changes express and are not limited to:
    • Citizens may conduct inspections and/or surveys.
    • Non-cooperation may result in cancellation or nonrenewal.
    • Interior/exterior access may be required.
    • Inspections or surveys do not guarantee safety or code compliance.
  • Statement On The Collection Of Consumers’ Social Security Numbers now includes Confirming identity.


Outline of Coverage

All Outline of Coverage forms have been revised to more concisely express explanations of policy coverages.



Policyholder Notices

The following letters have been updated to remove the 72-hour repair restriction:

  • 72HOURS 12 25
  • CIT MR 12 25
  • IDCARD 12 25
  • IDCARDH2O 12 25
  • WELPL1 12 25, WELPL2 12 25, and WELPL7 12 25

Note: Other repair coverage rules remain unchanged.
