The Clearinghouse Program helps consumers who believe Citizens may be their only insurance option find private insurance options. Find carriers participating in Citizens’ Clearinghouse.
The Clearinghouse:
- May offer better or more comprehensive coverage options than what is available through Citizens
- Compares private-market offers that may cost less than comparable coverage from Citizens
- Helps customers who receive private-market offers to reduce their assessment risks in comparison to Citizens’ policyholders
The Clearinghouse is required by Florida Statute 627.3518 and helps agents establish eligibility prior to placing or renewing a policy with Citizens.
Eligibility
You may be eligible for Citizens if one of the following criteria is met:
- No private-market companies are willing to offer coverage at their approved rates.
- The premium for coverage offered by private-market insurers is more than 20% higher than the premium for comparable coverage from Citizens.
How Agents Comply with the Clearinghouse Program
New Business
Agents must check if a customer is eligible for Citizens using one of these methods:
- Use Clearinghouse Powered by EZLynx® to quote these policy types: HO-3, HO-6, DP-1-Dwelling, and DP-3-Dwelling.
- Use PolicyCenter® to quote these policy types: HO-4, HO-8, DP-3-C, DP-1-C, MHO-3, MHO-4, MDP-1, and all wind-only policy types. You will be responsible for determining eligibility (i.e., via a comparative rater).
- Agents must upload these documents to Citizens in PolicyCenter:
- Proof of prior coverage:
- A renewal offer (if applicable)
- Nonrenewal notice, cancellation notice, or new purchase documents
- Note: No proof is needed if coverage lapsed for over 45 days.
- Offer of Coverage A/B; either of the following is acceptable:
- A screenshot of a comparative rater, or at least one quote from a carrier’s website, showing offers are more than 20% greater than the Citizens premium for comparable coverage (with coverages matching the final policy)
- A screenshot of the comparative rater, or at least one declination from a carrier’s website, showing that no offers are available (with coverages matching the final policy).
- Proof of prior coverage:
- Agents must upload these documents to Citizens in PolicyCenter:
