Chief of Systems and Operations
As Chief of Systems and Operations, Kelly Booten is responsible for Information Technology; Strategy, Planning and Continuous Improvement; Vendor Management Office, Enterprise Programs; and Facilities Management.
Booten has been with Citizens since 2002. Prior roles at Citizens include Vice President of Enterprise Planning and Project Portfolio Management and Vice President of Application Development in Information Technology. She has more than 30 years of experience in leadership, information technology, strategic planning and project implementation, with more than 10 years in the insurance industry. While at Citizens, Booten has led many enterprise-wide initiatives, including transition of legacy policy, billing and claims systems to modern technology using Guidewire’s Insurance Suite; formation of the strategy and planning, project portfolio management, and vendor management offices; institution of strategic scenario planning; and numerous other business and technology initiatives.
Prior to joining Citizens, Booten served as Enterprise Project Manager for the Florida Legislature, where she managed several enterprise-wide projects that delivered automated process improvement initiatives to the Florida Senate and House. Other prior experience includes management of customer service; training, delivery services and consulting services with a software organization, and management of application development for an education quasi-governmental organization.
Booten earned her Bachelor of Arts degree in computer science from Clarke College. She is a Project Management Institute (PMI) certified Project Management Professional (PMP) and also is certified as a SAFe Agilist (SA) by Scaled Agile, Inc.
