PolicyCenter Updates for Coastal Construction Control Line and Coastal Barrier Resources System

PolicyCenter® has been updated to conform with the changes described in ATB# 005-15 for certain structures located seaward of the state-designated Coastal Construction Control Line (CCCL) and those within the federally designated Coastal Barrier Resources System (CBRS). 

These changes conform to these CCCL and CBRS eligibility rules for all commercial and personal lines new submission, policy change and renewal transactions effective on or after December 1, 2015. The rules do not apply to commercial lines Business Personal Property-only coverage and personal lines tenant-contents policies.

PolicyCenter Updates

The CCCL and CBRS fields now prefill based on the location and property address information. These fields display on the:

  • Property Address Info screen for personal lines
  • Location Information screen for commercial lines

The following question will display on those screens when CCCL and/or CBRS fields display Possible or Unknown:  

Personal lines:

Is the dwelling or any structure on the premises newly constructed, or rebuilt, repaired, restored or remodeled to increase the total square footage of finished area by more than 25%, pursuant to a permit applied for after July 1, 2015? 

Commercial lines:

Is any building or any structure on the premises newly constructed, or rebuilt, repaired, restored or remodeled to increase the total square footage of finished area by more than 25%, pursuant to a permit applied for after July 1, 2015? 

Note: Personal lines risks must be submitted unbound when this answer is Yes.

Eligibility Determination

Risks with CCCL and/or CBRS values of Possible or Unknown will be reviewed by Underwriting to determine eligibility. Additional information or documentation may be required.  
If Underwriting determines the risk is not eligible, they will mail a notice to the applicant or policyholder that states: 

Ineligible Risk: The property is located seaward of the Coastal Construction Control Line or within the Coastal Barrier Resource System and, pursuant to a permit applied for after July 1, 2015, is newly constructed, or rebuilt, repaired, restored, or remodeled to increase the total square footage of finished area by more than 25%.

Applications and Declarations Page Updates

Application and Declarations pages will update as follows when any structure is located within the CCCL and/or CBRS zones:

  • The Applicant’s Agreement section on the application will include the following acknowledgement:

I understand that if my property is located seaward of the Coastal Construction Control Line or within the Coastal Barrier Resources System and any major structure (as defined by Section 161.54(6)a, Florida Statutes) is newly constructed, or rebuilt, repaired, restored, or remodeled to increase the total square footage of finished area by more than 25 percent, pursuant to a permit applied for after July 1, 2015, the property is not eligible for coverage with Citizens and my policy will be non-renewed.

  • Declarations pages will include the following statement:

For any property located seaward of the Coastal Construction Control Line or within the Coastal Barrier Resources System, this policy will be non-renewed if any major structure (As defined in Section 161.54(6)(a), Florida Statutes) is newly constructed, or rebuilt, repaired, restored, or remodeled to increase the total square footage of finished area by more than 25 percent, pursuant to a permit applied for after July 1, 2015.
