Property Insurance Clearinghouse

Citizens will launch the Property Insurance Clearinghouse on January 27, 2014. This innovative new program will help you find private-market insurance coverage options for consumers for whom Citizens might be their only insurance option.

The clearinghouse originally was scheduled to launch on January 2, 2014. In order to include additional carriers and ensure a seamless launch, Citizens has moved the launch date to January 27, 2014. This new launch date will allow us the time to ensure that the clearinghouse is fully operational and agents are able to quote and bind coverage on the first day.

When it launches on January 27, the Property Insurance Clearinghouse will be required for new applicants for new Homeowners 3 – Special Form (CIT HO-3) policies. Citizens will phase in additional policy types and renewal policies over time. Details will be announced as they become available.

Agent Training

Agent training dates and requirements for the clearinghouse will be unaffected by the new launch date. Citizens is hosting multiple, one-hour, virtual training sessions December 16-20. This training is required for all personal lines appointed agents and customer service representatives. Register now!

Agents appointed with Citizens for personal lines are required to complete by January 22, 2014, all clearinghouse training that appears on their personalized Learning Management System (LMS) page.

Agent/Participating Company Relationships

At launch, the clearinghouse will include up to seven participating companies. Additional companies will be added over several months, with at least 20 companies expected to participate ultimately. A full list of participating companies is available on the Citizens website.

Agent/company relationships are vital to the clearinghouse's success. Participating companies may contact you directly to offer either full appointments or Limited Servicing Agreements (LSAs). LSAs will allow agents to pursue and service offers of coverage made by participating companies through the clearinghouse. Companies will negotiate appointments and LSAs with you directly.

With respect to exclusive agents, participating companies are negotiating directly with the companies that represent exclusive agents, to work out LSAs that will allow their agents to do business through the clearinghouse. Exclusive agents should contact their exclusive companies directly if they have questions about their ability to accept LSAs. All agents seriously should consider appointment and LSA offers extended by participating companies. The consumer choice provisions of Section 627.3517, F.S. do not apply to offers of coverage obtained through the clearinghouse. If you are unwilling or unable to accept an appointment or LSA with a participating company that extends a disqualifying offer of coverage, the applicant still will be ineligible for coverage with Citizens. This applies to both exclusive and nonexclusive agents.
